This article examines the Stalin regime’s treatment of the ethnic Germans in the USSR during the 1940s as a case study in racial discrimination. After 1938, Soviet definitions of nationality became racialized. Systematic repression against certain nationalities in the USSR after this time clearly fit the definition of racial discrimination formulated by scholars in the post-war era. This article examines the separate and unequal institutions of the special settlement regime and labor army imposed upon the ethnic Germans in the USSR (...) during World War II in the context of race as a category constructed along lines of primordial and essentialist views of culture. It also compares the construction of racialized groups and the practice of racial discrimination in the USSR with South Africa during the apartheid era. (shrink)

During the 1970s, both the Crimean Tatars and Meskhetian Turks in Soviet Central Asia compared their plight to that of the Palestinians. The Stalin regime deported both the Crimean Tatars and Meskhetian Turks from their homelands to dispersed settlements in Central Asia. The similarities between the Soviet policies of expelling and permanently excluding the Crimean Tatars and Meskhetian Turks from their homelands and similar Israeli policies towards the Palestinians are not entirely coincidental. The Zionists based their mass expulsion of Palestinians (...) in 1948 and subsequent prohibition on allowing them to return to their homes in part on the Soviet model. These lectures constitute the earliest version of Hegel's Philosophy of Right, one of the most influential works in Western political theory. They introduce a notion of civil society that has proven of inestimable importance to diverse philosophical and social agendas. This transcription of the lectures, which remained in obscurity until 1982, presents the philosopher's social thought with clarity and boldness. It differs in some significant respects from Hegel's own published version of 1821. Nowhere does Hegel make plainer the difference between (...) his concept of objective spirit and traditional concepts of natural law or offer a more prominent treatment of the key notion of recognition. His description of poverty is more forceful and his critique of existing social conditions more thorough than in the published edition, which had to satisfy the Prussian censor. The strictly limited powers of the monarch are more clearly delineated in the Heidelberg lectures, and the arguments for a bicameral legislature are more explicit. Hegel formulates in a more dynamic way his understanding of the relationship between rationality and actuality--the rational is not what exists but what is coming into being--and sets forth more simply and clearly the central themes of his political philosophy--freedom, justice, and community. The Heidelberg lectures are an indispensable resource for understanding the edition of 1821 and an invaluable supplement to one of the great classics of political philosophy. (shrink)

J. M. Bochenski contributed to analytic philosophy of religion by investigating formal structures of religious belief and questions about its justification. Some of these features are not specific to religious convictions but are also characteristic of other kinds of worldview (Weltanschauung). In this article these features are developed as a philosophy of worldviews. Beyond any effort to give a psychological description or explanation of the content of a worldview, special attention needs to be paid to the rational core of one’s (...) personal worldview, for this factor shows the potentialities and the limits of the arguments that can be used in dialogue. Such dialogue is important for the reasonable growth of anyone’s personal life-carrying convictions. This study examines the extent to which the highly diverse and volatile Dutch electorate received a diverse offer of political newspaper coverage during the 2006 general election campaign. We measured the level of diversity of five subscription based national newspapers with a partisan history and two free dailies. Two forms of diversity were examined: party diversity and issue diversity. The diversity of party coverage in the free dailies was greater than the diversity across all newspapers. Whereas free dailies paid a (...) relatively large amount of attention to new and opposition parties, traditional newspapers paid a relatively large amount of attention to the parties with whom they were aligned during the period of “pillarization”. Conversely, we only found small differences in the distribution of attention to issues. The diversity of issue coverage across newspapers was larger than the diversity within newspapers. (shrink)

We estimate that 208,000 deep brain stimulation (DBS) devices have been implanted to address neurological and neuropsychiatric disorders worldwide. DBS Think Tank presenters pooled data and determined that DBS expanded in its scope and has been applied to multiple brain disorders in an effort to modulate neural circuitry. The DBS Think Tank was founded in 2012 providing a space where clinicians, engineers, researchers from industry and academia discuss current and emerging DBS technologies and logistical and ethical issues facing the field. (...) The emphasis is on cutting edge research and collaboration aimed to advance the DBS field. The Eighth Annual DBS Think Tank was held virtually on September 1 and 2, 2020 (Zoom Video Communications) due to restrictions related to the COVID-19 pandemic. The meeting focused on advances in: (1) optogenetics as a tool for comprehending neurobiology of diseases and on optogenetically-inspired DBS, (2) cutting edge of emerging DBS technologies, (3) ethical issues affecting DBS research and access to care, (4) neuromodulatory approaches for depression, (5) advancing novel hardware, software and imaging methodologies, (6) use of neurophysiological signals in adaptive neurostimulation, and (7) use of more advanced technologies to improve DBS clinical outcomes. There were 178 attendees who participated in a DBS Think Tank survey, which revealed the expansion of DBS into several indications such as obesity, post-traumatic stress disorder, addiction and Alzheimer’s disease. A distorted representation of one's own body is a diagnostic criterion and core psychopathology of both anorexia nervosa (AN) and bulimia nervosa (BN). Despite recent technical advances in research, it is still unknown whether this body image disturbance is characterized by body dissatisfaction and a low ideal weight and/or includes a distorted perception or processing of body size. In this article, we provide an update and meta-analysis of 42 articles summarizing measures and results for body size estimation (BSE) from 926 (...) individuals with AN, 536 individuals with BN and 1920 controls. We replicate findings that individuals with AN and BN overestimate their body size as compared to controls (ES= 0.63). Our meta-regression shows that metric methods (BSE by direct or indirect spatial measures) yield larger effect sizes than depictive methods (BSE by evaluating distorted pictures), and that effect sizes are larger for patients with BN than for patients with AN. To interpret these results, we suggest a revised theoretical framework for BSE that accounts for differences between depictive and metric BSE methods regarding the underlying body representations (conceptual vs. perceptual, implicit vs. explicit). We also discuss clinical implications and argue for the importance of multimethod approaches to investigate body image disturbance. (shrink)

Searle’s proposal of explicating the illocutionary meaning of speech-acts in terms of the conditions of fulfilment or satisfaction is unsatisfactory. It provides no full understanding of the meaning of speech-acts, at least not of non-constative acts, as e.g. orders, requests, demands, confessions, promisses, etc.; for, through its quasi-verificationist horizon, it provides no unterstanding of the illocutionary force in terms of the conditions of accepting the validity-claims that are connected with (...) the performance of the act. Thus far the paper complies with Habermas’ approach. There remains however an ambiguity with regard to the good reasons for accepting a speech-act, since on the level of life-world communication and interaction not only validity-claims and pertinent arguments but also threats and offers are functioning as socially binding illocutionary forces. How is it possible to show by a cogent argument that openly strategical acts as offers and threats cannot fulfill the role of providing good reasons for accepting speech-acts in the sense of unrestricted Verständigung but are parasitic upon non-strategical ways of consensual communication by understanding and accepting validity-claims?The paper argues that this suggestive contention cannot be proved, i.e. grounded by a descriptive analysis of the normal function of communicative actions in the life-world but only - indeed - by transcendental pragmatic reflection on the normative conditions of argumentative discourse which cannot be denied without committing a performative self-contradiction. How should we? In the early twentieth century, these most foundational questions relating to music education were addressed by the highly regarded, though less well known, educator and researcher, Otto Rudolph Ortmann. In 1922, he published an article in which he outlined a theory of musical experience, (...) developing aspects of the physics of sound, qualitative theory, and Gestalt psychology, prefiguring important ideas in music philosophy. Ortmann highly valued his theory, utilized it in other research throughout his career, and influenced others such as Carl Seashore. Few, however, seem to be aware of his work or its implications for music education.1The seminal 1922 article, "The Sensorial Basis of Music Appreciation," was written while Ortmann was teaching at the Peabody Conservatory of Music and Johns Hopkins University in Baltimore, Maryland.2 While this article has received little attention, much of his other research has been widely and well received.3 "Papa Ortmann," well beloved of family and students, had a career Gerig characterized as "a wedding between Materia Medica and Frau Musica."4 A prolific [End Page 160] researcher, superb musician, and excellent teacher, he published articles on music theory (one of which was reprinted and extended in 1983), musicology, music reading, ear training, synesthesia, and jazz.5 His research on piano performance, particularly his two books,6 is regarded as definitive; it has been discussed in a thesis and four dissertations; some of it has been replicated. In Famous Pianists and Their Technique, Gerig devoted a chapter to Ortmann.7 Ortmann's theory of listening types, in effect a theory of music cognition,8 was accepted by Robert Neidlinger, Doreen Rao, and Bennett Reimer.9 In the 1992 Handbook of Research on Music Teaching and Learning, F. R. Wilson and F. L. Roehmann praised the significance of Ortmann's body of research as undiminished in importance in music education.10It may be that Ortmann's "Sensorial Basis"theory received little attention at the time because too few were interested in such theories or in the synthesizing of science and psychology or the touching on philosophy that he employed. Although he influenced Seashore, the philosophical issues he began to explore would be developed more strongly only decades later, by philosophers such as Monroe Beardsley, Peter Kivy, and Jerrold Levinson. It seems that Ortmann's theory not only prefigures some ideas in recent music philosophy, but supports them as well. If it does, then our increased understanding of music can provide a firmer basis for developing better music education-one of Ortmann's aims. In this article I will describe his theory, sketch how it aligns with subsequent research, and consider its value today. Ortmann attempted a comprehensive explanation of music's nature; as far as his explanation is accurate, that far it can help us understand music and in turn music education.Three "Attributes"At the turn of the 1900s, it was popular to refer to "attributes" of sound. Ortmann posited that all sensation, including sound, has three types of attributes. The primary attribute he termed extensity, by which he meant the breadth of the sensation that is perceived. Extensity has three forms, transtensity (frequency), intensity (strength), and protensity (duration). These can be perceived individually but also as sound's secondary attributes, chief of which is quality. Tertiary attributes of sound are made through association, either by (a) contiguity, linking a sound's quality with things experienced near in time to the sound, or by (b) similarity, associating the quality with sensations of like extensity (for example, the expressive brightness of a sound and a light). Ortmann believed that tertiary attributes form "the threshold of musical imagination, and imagination in turn, of musical enjoyment."11 Accordingly, he concluded that music could express many things, and that this is dependent on listeners, their individual histories, and their entire field of sensations. In the academic year 1920-1921 at the University of Freiburg, Martin Heidegger gave a series of extraordinary lectures on the phenomenological significance of the religious thought of St. Paul and St. Augustine. The publication of these lectures in 1995 settled a long disputed question, the decisive role played by Christian theology in the development of Heidegger’s philosophy. The lectures present a special challenge to readers of Heidegger and theology alike. In Being and Time and What is Metaphysics? Heidegger made a revolutionary use of the "mood". He said that the mood, and in particular the mood of Anxiety, had ontological significance. Not only is the mood nothing merely "subjective," but it has significance for the understanding of universal being itself. Anxiety is a "moodful experience of Being," a mood in which not one thing or a few things, but the very Being of beings itself, is illuminated and brought into view (...) for "Dasein." In a 1960 review of the third edition of Otto Bollnow's Das Wesen der Stimmungen, Otto Poeggeler reprimanded Bollnow for misunderstanding the genuinely ontological character of Heidegger's investigation, and thus for having reduced it to something anthropological; at the same time Poeggeler called for a recognition of the important place that such an ontological analysis has in the Western tradition. In 1958 Karl Rahner had suggested that the ontological analysis of mood in Heidegger had been anticipated in Ignatius Loyola's Spiritual Exercises, in the latter's discussion of a "consolation without a preceding cause." De Mendoza's book is an attempt to confirm Poeggeler's criticism of Bollnow and to work out, expand upon, and justify Rahner's thesis. He does this in an elaborately argued work filled with careful textual analyses of the writings of both Loyola and the early Heidegger. The thesis, as De Mendoza points out, is especially provocative in view of the three years which Heidegger spent in Jesuit training, during which time he was thoroughly exposed to Ignatian spirituality. "Many contemporary Christians appear to be taking the advice of the Apostle Paul to 'work out your salvation with fear and trembling' out of context."
